Founders
Marie D. Maloney and David S. Markson are the founders of 21st Century Health & Benefits.
Marie D. Maloney
Before founding 21st Century Health & Benefits, Ms. Maloney served as Executive Vice President of Independence Blue Cross in Philadelphia, Pennsylvania. In that capacity, she developed the Blue Cross Plan's first Medical Management function and its enhanced on-line transaction processing capacity. Ms. Maloney was raised in Sarnia, Ontario, Canada and graduated from St. Joseph School of Nursing, London Ontario, (R.N. 1971) and John Carroll University, University Heights, Ohio (B.A. 1974). Prior to her career at Independence Blue Cross, she practiced nursing at Mt. Sinai Hospital in Cleveland, Ohio and at Pennsylvania Hospital in Philadelphia. Following her nursing career, she was Associate Executive Director of the Delaware Professional Services Review Organization in Wilmington, Delaware, which developed, implemented and managed physician peer review programs for Medicare.
David S. Markson
Before founding 21st Century Health & Benefits, Mr. Markson served as President and Chief Executive Officer of Independence Blue Cross in Philadelphia, Pennsylvania. In that capacity, he negotiated the Blue Cross Plan's first prospective payment contract, valued at $2.5 billion, with 64 hospitals. Mr. Markson was raised in Beaver Falls, Pennsylvania and graduated from the University of Pennsylvania (A.B. 1965), the University of Pittsburgh (M.A. 1967) and Villanova Law School (J.D. 1970) where he was Editor-in-Chief of the Law Review. Prior to his career at Independence Blue Cross, he was a health care attorney at the firm of Morgan, Lewis & Bockius in Philadelphia.

Stephen H. Castro
Mr. Castro serves as Director of Financial Services. Previously, he had been employed as a Financial Controller for over ten years in the non-profit and health insurance fields. Mr. Castro's expertise includes project management, plan development, analytical analysis, non-profit fund accounting, management report development and organization of financial and bank arrangements. He graduated from Bucknell University (B.S. 1986) and Rutgers University (MBA 1993) and also earned his Certified Tax Professional certification from the National Association of Tax Accountants.
Kathleen M. Gray
Ms. Gray is our Director of Claims Administration and brings over 22 years of experience in the medical insurance field. Ms. Gray began her career at CIGNA working as a Benefit Specialist. She then moved to claims administration and spent over seven years with the TPA AtlantiCare Administrators, Inc. in New Jersey. Here she enjoyed positions of increasing responsibility in claims management and system administration, and gained extensive experience and training on the LuminX Benefit Administration System, the system used by 21st Century Health & Benefits. Ms. Gray is also a licensed agent for Life and Health Insurance.
Marlene Robinson
Ms. Robinson serves as Director of Enrollment Services. She has been employed in both professional and administrative positions for over twenty years in service-oriented organizations. Ms. Robinson's previous experience includes business management, benefit eligibility management, procedure development, form design, cost containment and customer service for the Provident Mutual Life Insurance Co. in Philadelphia, Pennsylvania. Ms Robinson graduated Cum Laude from Temple University (B.S. Business Education).
Michael Ryan
Mr. Ryan, our Information Services Manager, brings a diverse background to our company. In addition to his B.Sc. in Chemistry Education (Widener University, 1989), Mr. Ryan has worked as a science teacher and analytical chemist. Prior to joining us, Mr. Ryan worked for a Microsoft Solution Partner where he provided computer network and operational support to multiple training centers. In addition he taught classes as a Microsoft Certified Trainer in Microsoft Windows network operating systems, software development, and database design.
